What did the reported death of a Russian-installed official say about the southern front on 9 November 2022? Russian officials said that Kirill Stremousov, deputy head of the Kherson military–civilian administration, had been killed in a car crash while travelling to Crimea. Russian President Vladimir Putin issued a decree posthumously awarding him the Order of Courage.

The announcement came during the Ukrainian southern counteroffensive. Ukraine had launched that operation on 29 August 2022 to expel Russian forces occupying the southern regions of Kherson and Mykolaiv oblasts (75e0187e-53ac-422b-9815-7dd5caee93b4). The account of the crash came from Russian officials, and it placed the deputy head on the road to Crimea rather than in Kherson.

Air defence arrives

Two days earlier, on 7 November 2022, Ukraine confirmed it had received the first delivery of the NASAMS surface-to-air missile system. Defence Minister Oleksii Reznikov said the system would significantly strengthen the armed forces.

Two threads, one front

Together, the two reports from those days show different sides of the war. On the Russian-installed side, an official in the occupation administration was dead, according to Russian officials, and was honoured by decree from Moscow. On the Ukrainian side, foreign aid was turning into delivered equipment, with air defence the stated priority of the first NASAMS shipment.
