Two diplomatic moves that framed late September 2026

Summary
A first Germany–Russia meeting since 2022 and a prisoner transfer to Seoul marked the days before 28 September 2026.
What did the diplomatic calendar look like on 28 September 2026, and what had shaped it? Two developments from the preceding days set the backdrop for the war's politics.
Berlin and Moscow talk
On 26 September, during the eighty-first session of the United Nations General Assembly, German foreign minister Johann Wadephul and Russian foreign minister Sergey Lavrov held talks. They were the first talks between Germany and Russia since the 2022 invasion of Ukraine. The meeting took place on the sidelines of the General Assembly, a setting where such contacts can happen without a dedicated bilateral visit.
A prisoner transfer to Seoul
Three days earlier, on 23 September, Ukrainian president Volodymyr Zelenskyy said Ukraine had transferred two North Korean prisoners of war to South Korea. Ukraine had captured the two men in Kursk Oblast, Russia, in January 2025.
The transfer touches a relationship that was already strained. North Korea has supported Russia in the war since 2017, when it recognised the 2014 Russian annexation of Crimea. In July 2022 it recognised the Russia-backed, self-proclaimed Donetsk and Luhansk People's Republics, and Ukraine responded by severing diplomatic ties with Pyongyang. The handover to Seoul links Kyiv to South Korea on a matter tied directly to North Korea's role in the conflict.
Why the two stories sit together
Both events show the war's diplomacy moving beyond the battlefield and the immediate parties. One was a direct contact between a major European government and Moscow after more than three years without talks at this level. The other was a humanitarian-legal question, the fate of captured soldiers, resolved through a third country. Prisoners of war in this conflict have been subject to abuse on both sides, which gives any decision on their custody added weight.
Neither development, as reported by 28 September 2026, amounted to a change in the military situation. They were signals about who was talking to whom, and about how Kyiv was handling the international dimension of the war.
