Kherson's Russian-installed deputy head dies in crash

What did the reported death of a senior occupation figure mean for the war in the south? On 9 November 2022, Russian officials said Kirill Stremousov, deputy head of the Kherson military–civilian administration, had been killed in a car crash while travelling to Crimea.

Russian President Vladimir Putin responded with a decree posthumously awarding Stremousov the Order of Courage.

The military setting

The announcement came during Ukraine's southern counteroffensive. Kyiv had launched that operation on 29 August 2022 with the aim of expelling Russian forces occupying the southern regions of Kherson and Mykolaiv oblasts. Stremousov held a post in the administration Russia had set up in Kherson region, so his death was a notable event in the occupied territory while that fighting continued.

The account came from Russian officials, and it described a road accident on the way to Crimea.

Air defence for Kyiv

Two days earlier, on 7 November 2022, Ukraine confirmed it had received the first delivery of the NASAMS surface-to-air missile system. Defence Minister Oleksii Reznikov said the system would significantly strengthen Ukraine's armed forces. The delivery was part of foreign aid to Ukraine during the war.

Taken together, the two developments showed the war in early November 2022 moving on two tracks: Ukraine was adding to its air defences as foreign aid arrived, while the Russian-installed administration in Kherson lost one of its senior figures.
