What happened in the war on 28 October 2022?

Summary
A look back at a day of announced US military aid and a declared end to Russia's mobilisation, after days of strikes on Ukrainian cities.
What did 28 October 2022 bring in the war in Ukraine? Two announcements, one from Washington and one from Moscow, set the day apart, and both followed several days of Russian strikes on Ukrainian cities.
Aid from Washington
US Secretary of State Antony Blinken announced that the United States would provide a further $275 million in military aid to Ukraine. The package was part of continuing foreign assistance to Kyiv during the war.
Moscow ends its call-up
On the same date, Russian Defence Minister Sergei Shoigu announced the end of Russia's mobilisation campaign, saying that the target of 300,000 reservists had been reached.
The days before
The announcements came against a backdrop of continuing attacks. On 27 October 2022, Russian forces struck facilities of Kyiv's energy system and fired BM-30 Smerch missiles at Zaporizhzhia, while Ukraine repelled attacks in the Donbas. A day earlier, on 26 October 2022, a Russian missile strike on Dnipro killed two people, one of them a pregnant woman.
Taken together, the reports from those days show a war fought on several levels at once: strikes on cities and energy infrastructure, fighting in the Donbas, new foreign military funding for Ukraine, and a declared completion of Russia's effort to bring in additional troops.
