Security pressures mount around Ukraine by 3 November 2022

What was the security picture around Ukraine on 3 November 2022? Reports from the preceding days pointed to strain well beyond the front line.

On 31 October, Russian forces again damaged critical infrastructure in Kyiv, leaving parts of the capital without energy and water. Energy facilities in Zaporizhzhia, Kherson and Cherkasy were also hit.

The war spilled across borders too. On 31 October, a Russian cruise missile, reportedly shot down by a Ukrainian anti-aircraft system, crashed on the outskirts of Naslavcea in Moldova. The Moldovan government reported no casualties, though some houses were damaged. Also on 31 October, Norway's prime minister, Jonas Gahr Støre, announced that the country's military alert level would rise the next day, after drone sightings near offshore oil rigs in preceding weeks.

On 29 October, Russia accused Ukraine of a drone attack on its Black Sea Fleet headquarters in Sevastopol. The Russian-installed governor, Mikhail Razvozhayev, said the navy repelled what he called the most massive attack since the invasion began. Russia then suspended its participation in the Black Sea Grain Initiative. Russia's defence ministry also accused the Royal Navy of blowing up the Nord Stream pipelines on 26 September and of being behind attacks on Russian facilities in Crimea. The British government denied both claims.

On 2 November, the United States said North Korea was secretly supplying artillery shells to Russia for use in Ukraine.

On 28 October, US Secretary of State Antony Blinken announced another $275 million in military aid for Ukraine, and Russian Defence Minister Sergei Shoigu declared the mobilisation campaign over after 300,000 reservists were reached.
