What did the Russian announcement of a retreat from Kherson mean on the ground? On 10 November 2022, the day after that announcement, the picture in the south was one of Ukrainian forces moving forward.

On 9 November 2022, Russian forces announced a retreat from the city of Kherson, the western bank of the Dnieper River in Mykolaiv Oblast, and the western part of Kherson Oblast. The same day, Russian officials said Kirill Stremousov, deputy head of the Kherson military–civilian administration, had been killed in a car crash while travelling to Crimea. Russian President Vladimir Putin issued a decree posthumously awarding him the Order of Courage.

Advances on 10 November

The next day, Ukrainian troops recaptured the village of Kyselivka, bringing them within nine miles of the centre of Kherson. Explosions were reported near the Kakhovka Hydroelectric Power Plant. The Ukrainian military also said it had retaken Snihurivka in Mykolaiv Oblast, the last city in that oblast still held by Russia.

These gains came within a counteroffensive that Ukraine had launched on 29 August 2022 to expel Russian forces from the occupied southern regions of Kherson and Mykolaiv oblasts.

Western support

Also on 10 November 2022, the Pentagon announced its latest weapons package for Ukraine, worth $400 million. It included four AN/TWQ-1 Avenger surface-to-air missile systems, Stinger missiles, 400 grenade launchers, 100 humvees, and artillery rounds and small arms ammunition.

Taken together, the day's reports showed Russia's declared withdrawal and Ukrainian recaptures proceeding side by side, while Western military aid continued to be announced.
