What happened in Ukraine politics on 11 September 2023?

Summary

A look back at the asset declaration petition, the Sochi grain talks and a claimed drone attack on a polling station in Kherson Oblast in the days before 11 September 2023.

What was shaping Ukraine's politics on 11 September 2023? Three developments from the preceding days framed the moment: a public petition on anti-corruption rules, grain diplomacy between Moscow and Ankara, and Russian-run voting in occupied territory.

A petition over asset declarations

On 8 September 2023, tens of thousands of Ukrainians signed a petition asking President Volodymyr Zelenskyy to veto legislation on asset declarations. Critics believed the law could prevent officials from being held accountable, because it delayed the requirement to declare their assets publicly. The petition made the question of transparency for officials a matter of open public pressure.

Grain talks in Sochi

On 6 September 2023, Russian President Vladimir Putin and Turkish President Recep Tayyip Erdoğan held talks in Sochi, Russia. They discussed reviving the Black Sea Grain Initiative, which would allow grain to pass across the Black Sea again.

The initiative was an agreement between Russia, Ukraine, Turkey and the United Nations. It was signed in Istanbul on 22 July 2022 and was valid for 120 days. It set up procedures to export grain safely from certain ports, with a joint coordination and inspection centre in Turkey and the UN serving as secretariat. It was created after the February 2022 invasion halted maritime grain shipments from Ukraine, which led to higher world food prices, the threat of famine in lower-income countries and accusations that Russia was weaponising food supplies.

Voting in Kherson Oblast

On 8 September 2023, Russia said its air defence systems had shot down two Ukrainian drones that were attempting to attack a polling station in Skadovsk, Kherson Oblast, while voting was taking place there. The claim came during Russia's 2023 elections.

Taken together, these developments showed domestic scrutiny of officials in Kyiv, diplomatic efforts over Black Sea grain shipments, and continued military activity around Russian-run voting in Kherson Oblast.
