Three days earlier, on 27 May 2024, Prime Minister of Spain Pedro Sánchez signed a bilateral security pact with Ukrainian President Volodymyr Zelenskyy. Sánchez also pledged €1 billion (US$1.1 billion) of military aid to Ukraine.
Together, the two announcements showed one partner widening the permitted use of the aircraft it had supplied and another committing money and a formal security agreement.
