What was the political picture on 28 October 2024? Two reports from the preceding days framed it: one about the war in Russia's Kursk Oblast, the other about diplomacy in Kazan.

On 25 October 2024, Ukraine reported that the first North Korean units had entered the active "warzones" in Kursk Oblast. The North Korean soldiers were reportedly under the command of Deputy Defence Minister Yunus-bek Yevkurov. The report added a foreign dimension to the Russian invasion of Ukraine and to the Kursk offensive.

Two days earlier, on 23 October 2024, the Prime Minister of India, Narendra Modi, held a bilateral meeting with the President of China, Xi Jinping, on the sidelines of the 16th BRICS summit in Kazan, Russia. It was the first bilateral meeting between India and China in five years. It came in the aftermath of the 2020 border skirmishes between Indian and Chinese troops.

Taken together, the reports show a war drawing in outside actors while two large neighbours resumed direct top-level talks.
