What five Patriot systems meant for Ukraine

What did the United States and Germany commit to on 21 July 2025? They agreed to send five Patriot missile defence systems to Ukraine, a step within the wider flow of military aid during Russia's invasion.

The arrangement involved two governments rather than one. That fits a pattern in the aid picture: according to the Ukraine Support Tracker, Europe had already surpassed the United States in total military aid to Ukraine by April 2025, allocating €72 billion in military assistance against €65 billion from the United States.

Why the aid question mattered

In December 2023, the Center for Strategic and International Studies wrote that if the United States stopped sending military aid, European countries would be unable to provide enough to prevent Ukraine's frontline from collapsing. Russia's president, Vladimir Putin, said that if military aid stopped, Ukraine would not survive for long.

Moscow had also threatened retaliation against countries supplying weapons to Ukraine and said it meant NATO was waging a "proxy war" against Russia. Russia's government, however, did not follow through on those threats, even as most of its stated red lines were crossed.

Against that backdrop, the agreement of 21 July 2025 showed American and German contributions being combined in a single air defence package.
