Ukraine's military rejected that account. It described the comments from Russia as manipulation and said it had hit a drone command unit in Starobilsk.
The toll was later put higher. The Russian Emergency Situations Ministry reported that 21 people were killed and 42 others injured. Reuters, the United Nations and other western countries were unable to independently verify claims about the incident.
Starobilsk lies in Luhansk Oblast, where a military campaign has been under way since 19 September 2022 along a frontline in the western part of the oblast and the far east of Kharkiv Oblast.
Minsk signals distance
On 21 May 2026, Belarusian president Alexander Lukashenko said his country would not join the war. He added that he was ready to meet Ukrainian president Volodymyr Zelenskyy.
Belarus is a close ally of Russia and a member of the Union State with it. Before the full-scale offensive, it allowed Russian forces to hold military drills on its territory, and Russia staged part of the invasion from there, giving it the shortest land route to Kyiv. Those forces withdrew within two months. The border remains tense, with Ukraine closing checkpoints leading into Belarus except in special cases.
Two competing narratives
Taken together, the statements showed the gap between the sides. Moscow presented Starobilsk as an attack on civilians, while Kyiv described a strike on a military target. Minsk, meanwhile, publicly ruled out entering the conflict while offering to talk with Zelenskyy.
