As reported at the time, federal investigators raided the home of Giuliani, the former personal lawyer of former President Donald Trump. The suspicion was illegal lobbying of the federal government on behalf of Ukrainian officials. The episode was linked to what is known as the 2019 Trump–Ukraine scandal.
The scandal behind the search
That scandal arose from Trump's attempts to press Ukraine to investigate his political rival Joe Biden, potentially damaging Biden's campaign for the 2020 Democratic Party presidential nomination. Trump enlisted surrogates inside and outside his administration, among them Giuliani and Attorney General William Barr, to pressure Ukraine and other governments.
The pressure included blocking a congressionally mandated $400 million military aid package, in an attempt to obtain cooperation from Ukrainian president Volodymyr Zelenskyy. Contacts between the White House and the government of Ukraine culminated in a phone call between Trump and Zelenskyy on 25 July 2019.
The raid placed Giuliani's dealings with Ukrainian officials under federal scrutiny, the matter that drew attention to Kyiv on 28 and 29 April 2021.
