What did an unpublished manuscript reveal about the freezing of U.S. military aid to Ukraine? On 28 January 2020, the question was at the centre of the 2019 Trump–Ukraine scandal, after reports dated 26 January described the draft of a book by former National Security Advisor John Bolton, titled The Room Where It Happened.

According to those reports, the manuscript says President Donald Trump told Bolton that unfreezing the military aid was conditional on Ukraine carrying out investigations into Joe Biden and Hillary Clinton.

The wider scandal

The scandal arose from attempts to press Ukraine into investigating Biden, Trump's political rival, and so potentially damage Biden's campaign for the 2020 Democratic Party presidential nomination. Trump blocked payment of a congressionally mandated $400 million military aid package, in an attempt to obtain cooperation from Ukrainian president Volodymyr Zelenskyy. Contacts between the White House and the Ukrainian government culminated in a phone call between Trump and Zelenskyy on 25 July 2019.

The reported manuscript account linked the aid directly to the investigations, which made it significant to anyone following the affair from Kyiv and beyond.
