What did US Africa Command allege about Russia?

Summary
A retrospective on two security reports from late May 2020, one from Zhytomyr Oblast and one concerning Libya.
What was the security picture on 27 May 2020? Two reports from the preceding days, one from Ukraine and one from Libya, framed it.
On 22 May 2020, a gunman killed seven people in Ukraine's Zhytomyr Oblast after a drunken quarrel during a fishing trip. The perpetrator was arrested afterwards.
On 26 May 2020, the United States Africa Command accused Russia of deploying fighter jets to eastern Libya. According to the command, the aircraft were there to provide air support to Russian mercenaries allied to Field Marshal Khalifa Haftar. Haftar was locked in a civil war with the UN-recognised Government of National Accord (GNA).
The two reports were unrelated, one concerning a violent crime in a Ukrainian region and the other an accusation about Russian military involvement in Libya's conflict.
