What Hungary's gas deal with Russia meant for Kyiv

What did Hungary gain, and Ukraine lose, when Budapest and Moscow signed a long-term gas deal on 27 September 2021? The agreement, as reported at the time, has Gazprom supplying Hungary with 4.5 billion cubic metres of natural gas a year for the next 15 years, delivered via Serbia and Austria.

The routing is the point of contention. Supplies under the deal go through Serbia and Austria, not across Ukraine. Kyiv reacted critically, describing the decision as purely political and economically unreasonable. That framing put the dispute in terms of motive as well as money: Ukraine was arguing that the pact served political ends rather than commercial ones.

Hungary's response was blunt. Foreign Minister Péter Szijjártó accused Ukraine of meddling in Hungary's internal affairs. The exchange left relations between the two neighbours openly strained, with each side casting the other as the party overstepping.

A busy week in Kyiv

The row came at a tense moment for Ukraine at home. On 22 September 2021, gunmen fired on a car carrying Serhiy Shefir, the first aide to President Volodymyr Zelensky, near the village of Lisnyky outside Kyiv. The driver was wounded, and the shooting was deemed an assassination attempt.

On 23 September 2021, Ukraine passed a law ordering oligarchs to stay out of politics. Officials said the attack on Shefir could have been a response to that reform.

What the deal signalled

Taken together, the events of those days showed Ukrainian politics under pressure on two fronts: a domestic reform drive shadowed by violence, and a neighbour's energy agreement with Russia that Kyiv publicly condemned. The exchange with Budapest was conducted in public and in sharp terms, and neither side moderated its position in the reports from 27 September 2021.
