Who replaced Razumkov as Rada speaker?

Who would lead Ukraine's parliament after Dmytro Razumkov? By 8 October 2021 the answer was settled: the Verkhovna Rada elected Ruslan Stefanchuk as its speaker.

The vote followed a decision the day before. On 7 October 2021, the Rada voted to remove Razumkov from the post of speaker. His dismissal came after disagreements with President Volodymyr Zelensky and with the stance of the ruling Servant of the People party on legislation meant to reduce the influence of Ukrainian oligarchs.

A two-day handover

The sequence was quick. Razumkov's removal on 7 October was followed on 8 October by the election of his successor, so the chamber was without a speaker for only a short time. The 9th convocation of the Rada, which met in Kyiv and began its term on 29 August 2019, had therefore changed leadership roughly midway through its work.

Why it mattered

The dispute behind the change was about policy as well as personnel. The disagreements centred on the legislative approach to curbing oligarchs' influence, a priority of the president and the governing party. The speaker's post had gone to a figure who split with them over that agenda, and the Rada resolved it by replacing him.

The episode showed how closely the leadership of the chamber was tied to the position of the president's party on contested legislation. Within two days, the parliament had both dismissed a speaker over those differences and chosen a new one.
