What did Avakov's exit mean for Kyiv's politics?

What did it mean when Ukraine's interior minister stepped down? On 14 July 2021, the country was a day into absorbing the resignation of Arsen Avakov, who had held the post since 2014.

A region under pressure

Elsewhere in the neighbourhood, governments were dealing with other pressures. On 9 July 2021, Lithuania began building a fence worth $48 million along its border with Belarus. A week earlier it had declared a state of emergency over rising numbers of undocumented migrants, mostly Syrians, crossing from Belarus. Lithuania accused Belarusian President Alexander Lukashenko of deliberately trying to destabilise the country by encouraging and allowing the crossings.

On 10 July 2021, the United States announced a donation of 500,000 doses of the Johnson & Johnson COVID-19 vaccine to Moldova. Moldovan President Maia Sandu praised the United States for the deployment.

These developments were separate, but together they show a region handling security, migration and public health at once. For Kyiv, the immediate matter on 14 July 2021 was the vacancy left by a minister who had served since 2014.
