Who replaced Razumkov at Ukraine's parliament?

What did the change at the top of Ukraine's parliament mean as of 10 October 2021? The Verkhovna Rada had, within the previous week, removed one speaker and chosen another, and the country entered the weekend with a new figure presiding over the chamber.

The dismissal

On 7 October 2021, the Verkhovna Rada voted to dismiss Dmytro Razumkov from the post of speaker. As reported at the time, the move followed disagreements between Razumkov and President Volodymyr Zelensky, as well as with the stances of the ruling Servant of the People party on legislation. That legislation aimed to reduce the influence of Ukrainian oligarchs.

The replacement

On 8 October 2021, the day after the dismissal, the Rada elected Ruslan Stefanchuk as its new speaker. The two votes, a day apart, settled the leadership question quickly.

What it showed

The sequence made plain that the speaker's position was tied to the ruling party's legislative agenda. The dispute that preceded the vote centred on how to handle bills aimed at curbing oligarchic influence, and the parliament's leadership changed in the middle of that debate.

The chamber in question was the 9th convocation of the Verkhovna Rada, which meets in Kyiv and began its term on 29 August 2019. By 10 October 2021, it was therefore a little over two years into that term when it replaced its presiding officer.
