What Russia's Kherson retreat announcement meant

Summary
A look back at the announcement that Russian forces would leave the city of Kherson and the western bank of the Dnieper.
What did it mean when Russian forces announced a retreat from Kherson? On 9 November 2022, they said they would withdraw from the city of Kherson, from the western bank of the Dnieper River in Mykolaiv Oblast, and from the western part of Kherson Oblast.
The announcement came during the Ukrainian southern counteroffensive. That operation was launched on 29 August 2022 with the aim of expelling Russian forces occupying the southern regions of Kherson and Mykolaiv oblasts. The retreat announcement therefore marked a significant stage in that campaign, which had been under way for more than two months.
The geography is the key point. The Dnieper River is the line to which the announced withdrawal pointed: Russian forces said they would leave the western bank, including the city and the western part of the oblast, rather than hold ground on both sides of the river.
For an economy desk, the announcement was chiefly a statement about territorial control in a southern region. It described a change in who would hold the city and the western bank, and it did not itself set out economic consequences. What it settled on that day was the stated intention of one side to pull back across the river.
