Missiles over Dnipro after Vinnytsia: 15 July 2022

Summary
A look back at a day of cruise missile strikes on a Ukrainian city, following days of attacks elsewhere and a sanctions decision on Kaliningrad.
What did the war look like on 15 July 2022? In Dnipro, it arrived by cruise missile. At least three civilians were killed and 15 others injured in Russian strikes on the city.
The attack came one day after three Russian missile strikes hit Vinnytsia on 14 July 2022. At least 23 civilians were killed and more than 100 others injured. Later accounts put the death toll from the July 2022 attack on Vinnytsia at 28, including three children. EU officials later labelled it a war crime, and it drew widespread condemnation.
Fighting in the east
The pattern of strikes on cities was set against continued fighting in Donbas. On 13 July 2022, heavy Russian shelling was reported in Bakhmut, Donetsk Oblast. At least one person was killed and five others injured in the largely evacuated town.
A sanctions question on the border
The security picture that week was not only about the front line and missile strikes. On 13 July 2022, the European Commission allowed Russia to resume shipping embargoed goods by rail to its exclave of Kaliningrad, following Russian threats against Lithuania. The transit of military equipment through Lithuanian territory remained prohibited.
What the days showed
Taken together, the reports from 13 to 15 July 2022 show three strands: shelling in the Donbas town of Bakhmut, missile strikes on cities far from the main front line in Vinnytsia and Dnipro, and a diplomatic adjustment over the Kaliningrad rail route. For civilians in Dnipro, the strikes of 15 July 2022 meant more dead and injured only a day after the casualties in Vinnytsia.
