Donbas proxies set annexation referendum dates

What happened on 20 September 2022, and how quickly did it follow the previous day's appeals? On that date the "People's Council" of the self-proclaimed "Luhansk People's Republic" scheduled a referendum on the republic joining Russia as a constituent entity of the federation. The vote was set for 23–27 September.
Shortly afterwards, the "People's Council" of the self-proclaimed "Donetsk People's Republic" announced that its own referendum on joining the Russian Federation would be held on the same dates.
The appeals a day earlier
The announcements came a day after the "public chambers" of both self-proclaimed entities addressed their leaders on 19 September 2022. They called for a referendum on accession to Russia to be held "immediately".
Within about 24 hours, the call by the two bodies was followed by formal decisions in Luhansk and Donetsk fixing identical dates for the votes.
