What the Kherson offensive claims signalled in August 2022

Summary

A look back at reports from 29 August 2022 on a declared ground offensive, strikes on Nova Kakhovka and shelling of Mykolaiv.

What did the reports reaching the public by 30 August 2022 say about the war in the south? Three items from 29 August 2022 framed the picture, and they pointed in different directions.

First, Ukraine said it had begun a ground offensive in Kherson Oblast. That was a statement of intent and action by Kyiv, and it was reported as such: a claim about operations, not an account of territory changed.

Second, Russian-occupation officials said the Ukrainian military had launched a barrage of missiles at the town of Nova Kakhovka, leaving it without water or power. The account came from the occupation side, so it should be read as their assertion. It nonetheless described effects on civilian services, not only on military positions.

Third, Russian forces shelled the city of Mykolaiv, killing two people and injuring five, according to regional governor Vitaliy Kim. The shelling shows that the southern front was not a one-directional contest. Cities outside the area of the declared offensive were still under fire.

Reading the three together

Taken together, the reports describe a front in which each side was making claims and each was reporting damage. Ukraine spoke of advancing on the ground. Occupation officials spoke of losses of water and power in a town under their control. A Ukrainian governor spoke of civilian casualties in a city that Russian forces were shelling.

The opinion to draw is a cautious one: on 29 August 2022, the southern campaign was described mainly through competing official statements. Those statements established that fighting in Kherson Oblast had entered a new phase, according to Kyiv, and that civilians on both sides of the line were affected, according to the officials quoted.
