On 9 November 2022, Russian officials said that Stremousov, deputy head of the Kherson military–civilian administration, had been killed in a car crash. According to those officials, he was travelling to Crimea at the time.
Russian President Vladimir Putin responded by issuing a decree that posthumously awarded Stremousov the Order of Courage.
The wider setting
The announcement came during the Ukrainian military campaign to expel Russian forces from the southern regions of Kherson and Mykolaiv oblasts. Ukraine had launched that counteroffensive on 29 August 2022.
The account of Stremousov's death was the one given by Russian officials, and the decree marked the official recognition of his service by the Russian president.
