What did 28 October 2022 signal in the war?

Summary
A look back at a day of announcements on US aid and Russian mobilisation, set against recent strikes on Ukrainian cities.
What did 28 October 2022 add to the picture of a war in its ninth month? It brought two announcements from opposite sides, set against several days of Russian strikes on Ukrainian cities.
On that day, US Secretary of State Antony Blinken announced that the United States would provide another $275 million in additional military aid to Ukraine. The package was part of the foreign assistance that accompanied Ukraine's defence during the Russo-Ukrainian War.
The same day, Russian Defence Minister Sergei Shoigu announced the end of the mobilisation campaign, saying that 300,000 reservists had been reached. The announcement closed a campaign that had been known as the 2022 Russian mobilisation.
The days before
The announcements came after a run of attacks. On 26 October 2022, a Russian missile strike on Dnipro killed two people, one of them a pregnant woman. The next day, 27 October 2022, Russian forces struck facilities of Kyiv's energy system and launched BM-30 Smerch missiles at Zaporizhzhia. In the Donbas, Ukraine repelled attacks on the same day.
Two tracks, one day
Taken together, the reports from those days show the war running on several tracks at once: continuing strikes on cities and energy infrastructure, fighting in the Donbas, a new tranche of American military support for Kyiv, and a declaration from Moscow that its reservist call-up had reached its target figure.
