What Ukraine's defence procurement row revealed in August 2023

Summary
A look back at reports from 12 August 2023 on alleged overpayment for army clothing and on a Russian ministerial visit to the Arctic.
What was happening in the days before 18 August 2023 in Kyiv and Moscow? Two reports from 12 August 2023 set the picture.
The investigative news website Dzerkalo Tyzhnia published documents showing that Ukraine's Ministry of Defence overpaid for summer camouflage kits that were bought as winter coats for troops. The documents were suspected to be linked to an investigation that Ukraine's security services had launched in June into Vyacheslav Shapovalov, a former Deputy Defense Minister.
On the same day, Russian Defence Minister Sergei Shoigu inspected the Northern Fleet. He also visited a Rosatom nuclear weapons test site in Novaya Zemlya.
Together, the reports showed scrutiny of military spending in Ukraine and a display of military readiness by Russia during the Russian invasion of Ukraine.
