Why Poland planned a Kaliningrad border barrier

With that step, the United Kingdom and all 14 British Overseas Territories were on Russia's list of sanctioned territories.
The two developments, three days apart, involved different countries and different measures. Poland's was a plan for physical infrastructure on a border, while Russia's was a widening of its sanctions list.
