On 22 December 2022, Andrei Shlepa, the Russian-installed head of Liubymivka in Kakhovka Raion, was assassinated in a car bombing in the Russian-occupied part of the Kherson region. Russia accused Ukraine of being behind the attack.

The day before

On 21 December 2022, shelling hit a hotel and a restaurant in Donetsk. Two people were killed and five others were injured. Those hurt included Dmitry Rogozin, a former Russian Deputy Prime Minister and head of Roscosmos, and Vitaliy Khotsenko, Prime Minister of the Donetsk People's Republic.

Taken together, the two reports showed violence reaching officials and figures tied to the Russian-installed structures in occupied areas within the space of two days. The reports of the time gave Russia's accusation against Ukraine over the Liubymivka bombing; they did not set out further detail on how the attack was carried out.
