On 25 June 2024, the International Criminal Court issued arrest warrants for Valery Gerasimov, Russia's Chief of the General Staff, and Sergei Shoigu, a former defence minister. The warrants came under the court's investigation in Ukraine.

Two days later, on 27 June 2024, President Volodymyr Zelenskyy signed a law establishing English as an official language of international communication in Ukraine.

The two steps were different in kind. One was an international court's action against senior Russian figures. The other was a domestic decision on how Ukraine communicates beyond its borders. Both, however, concerned Ukraine's dealings with the international community in the same week.
