Modi and Xi meet in Kazan after five years

Summary

A look back at the BRICS sideline talks and a cargo plane crash in Sudan reported in the days before 24 October 2024.

What did the days before 24 October 2024 reveal about Russia's diplomatic and operational reach? Two events, reported on 21 and 23 October, point in different directions.

On 23 October, India's Prime Minister Narendra Modi held a bilateral meeting with China's President Xi Jinping on the sidelines of the 16th BRICS summit in Kazan, Russia. It was the first bilateral meeting between the two countries' leaders in five years, and it followed the 2020 border skirmishes between Indian and Chinese troops.

Two days earlier, on 21 October, an Ilyushin Il-76 cargo plane crashed in North Darfur, Sudan. Its crew of two Russians and three Sudanese nationals were killed. The Rapid Support Forces claimed they had shot the aircraft down with a surface-to-air missile and said they had recovered its flight recorder. Russia said its diplomats in Sudan were investigating the crash.

The two events were unrelated. Together they show Russia hosting a high-level meeting between two leaders while its citizens were among the casualties of a crash in Sudan's civil war.
