Two decisions that marked 25 June 2024

Summary

An arrest-warrant announcement in The Hague and the start of Moldova's EU talks pointed in different directions on the same date.

What did 25 June 2024 show about Europe's approach to the war in Ukraine and its neighbourhood? Two separate developments, one legal and one diplomatic, shared the date.

The International Criminal Court, in its investigation in Ukraine, issued arrest warrants for Valery Gerasimov, Russia's Chief of the General Staff, and Sergei Shoigu, the former defence minister. Both men were thus named in the court's proceedings linked to the war.

On the same date, Moldova was due to hold its first intergovernmental conference with the European Union. Four days earlier, on 21 June 2024, Moldovan president Maia Sandu had signed the decree that began negotiations on the country's accession, and she announced that the conference would take place on 25 June.

Two tracks

The warrants moved through a judicial process, while the Moldovan step belonged to the EU enlargement process, which also covers the accession of Ukraine. Taken together, the events of 25 June 2024 show accountability measures and accession diplomacy advancing in parallel in the region.
