On 15 September 2023, in Sochi, Russia, the President of Belarus, Alexander Lukashenko, met the Russian President, Vladimir Putin. As reported at the time, Lukashenko used the meeting to propose a three-way alliance between Belarus, Russia and North Korea. The reports, filed under the Russian invasion of Ukraine, did not describe any response to the idea.

Two days earlier, on 13 September 2023, the Prime Minister of Poland, Mateusz Morawiecki, had called on the European Union to extend an embargo on imports of Ukrainian corn, wheat, sunflower and rapeseed. His appeal concerned four crops, and it was addressed to the EU rather than to Kyiv.

The two items came from different directions. One was an alliance proposal made at a bilateral meeting in Russia. The other was a trade demand from a neighbour of Ukraine, made to Brussels. Both were recorded as part of the wider events of the Russian invasion of Ukraine.
