What did 30 December 2023 add to a week already marked by escalation? It brought a further exchange of strikes across the front line, with civilians hit in both Kharkiv and the Russian city of Belgorod.

The day before

On 29 December 2023, Russia launched the largest wave of drones and missiles on Ukrainian cities since the start of the war, in an overnight assault across the country. At least 39 people were reported killed and at least 160 injured. Later accounts put the death toll from the attacks at no fewer than 58, and said hundreds of missiles and drones struck Kyiv and other cities.

The assault also had a regional dimension. One of the Russian cruise missiles entered NATO airspace over Polish territory, and the Polish government summoned the Russian charge d'affaires for an explanation.

Kharkiv and Belgorod

On 30 December 2023, Russian forces attacked Kharkiv with missiles. At least 16 people were injured, among them a foreign journalist, and civilian infrastructure was damaged.

The same day, explosions struck Belgorod in Russia. According to the Russian Defence Ministry, Ukraine launched drone and missile strikes on the city, killing 25 people and injuring 110. Russian sources described the explosions as shelling by the Ukrainian Armed Forces. Ukraine, by contrast, attributed them to the work of Russian air defence. That dispute over responsibility was part of the picture from the outset.

What the sequence showed

Taken together, the two days showed civilian areas affected on both sides of the border within about 24 hours. The 29 December assault was the largest air attack on Ukrainian cities of the war to that point, and the Kharkiv strike followed it the next day. The Belgorod casualties, as stated by the Russian Defence Ministry, were among the highest reported from a single incident on Russian territory in the context of the war.

The Polish episode added a separate security question for the region: a missile from the Russian assault crossing into the airspace of a NATO member. Warsaw's response, summoning the Russian diplomat, was diplomatic rather than military.

What remained contested on 30 December 2023 was the cause of the Belgorod blasts. Moscow pointed to Ukrainian strikes; Kyiv pointed to Russian air defence. Neither account was settled by the events of that day.
