What made the overnight assault of 29 December 2023 stand out? Russia launched what was reported as the largest wave of drones and missiles on Ukrainian cities since the start of the war, in a widespread attack across the country. At least 39 people were reported killed and at least 160 injured.
A rising toll
The figure changed as the day went on. Later accounts put the number of dead at no fewer than 58, with 160 others injured. The attack hit the capital, Kyiv, and other cities across the country, with hundreds of missiles and drones involved.
Infrastructure under pressure
The strike came after days of attacks on infrastructure. On 27 December 2023, Russian drone and artillery strikes killed at least five people in Kherson and left around 70% of households without power, according to Kherson governor Oleksandr Prokudin. The 29 December assault widened that pressure from a frontline city to cities across the country.
A missile over Poland
The barrage also had a regional dimension. One of the Russian cruise missiles entered NATO airspace as it travelled over Polish territory. The Polish government responded by summoning the Russian charge d'affaires for an explanation. The episode showed how a strike aimed at Ukrainian cities could reach the airspace of an alliance member.
A parallel track in Europe
The day before, on 28 December 2023, Bulgaria and Romania reached an agreement with Austria to join the Schengen Area through sea and air routes in March, with talks on opening land borders due to begin the following year. The two developments sat side by side: a war-driven security shock on Ukraine's borders and a step toward deeper integration for two of its neighbours.
