What did Western backing for Ukraine look like on 12 December 2023? Reports from the previous day, 11 December, showed a mixed picture: a concrete British pledge of naval hardware, and growing argument in Washington over whether to keep supplying Kyiv at all.

The United Kingdom announced that it would donate two Royal Navy Sandown-class minehunters to Ukraine. Doubts were raised straight away over the logistics and timing of their delivery, because Turkey controls access to the Black Sea through the Bosphorus.

The Sandown class is made up of fifteen minehunters built primarily for the Royal Navy by Vosper Thornycroft. Its first vessel entered Royal Navy service on 9 June 1989, and the British ships were named after coastal towns and cities. Although the class had a primary mine countermeasures role, the ships also served as offshore patrol vessels. Ukraine's navy was later listed among the class's operators, alongside the Royal Saudi Navy and the Estonian Navy.

Argument over aid in Washington

On the same day, United States Senator JD Vance said Ukraine should be willing to give up part of its territory to end the war. Vance and other Republicans opposed the aid package proposed in the United States Congress for Ukraine.

Separately, representatives of Hungarian Prime Minister Viktor Orbán met United States Republicans in Washington. The subject of the talks was ending EU and US military support to Ukraine.

A contrast in signals

Taken together, the reports pointed in different directions. London was committing equipment, even if its delivery route was in question. In Washington, meanwhile, opposition to the proposed aid package was voiced openly, and Orbán's representatives held talks there with Republicans on halting Western military backing.
