On 23 November 2023, a Russian cluster munition strike in Chornobaivka, in the Kherson area, killed at least three civilians. Russian artillery shelling also injured five people, and more than 60 residential buildings were reportedly damaged. The report described the toll on ordinary homes and residents in southern Ukraine, part of the Southern Ukraine campaign of the Russian invasion.
A day earlier, on 22 November 2023, Finnish Prime Minister Petteri Orpo announced that Finland would close all but the northernmost border crossing with Russia. The decision came amid an increase in asylum seekers entering Finland via Russia.
The two events were of different kinds: one a military attack on a Ukrainian village, the other a border policy decision in Helsinki. Both, however, were reported within a day of each other, and both involved the countries bordering Russia and the consequences they faced in late November 2023.
