A mayor's warning

On 3 December 2023, Mayor of Kyiv Vitali Klitschko told Der Spiegel in an interview that Ukraine was heading toward authoritarianism. He said the President's Office viewed mayors as an impediment to the consolidation of power.

The Belarus Red Cross

On 1 December 2023, the International Committee of the Red Cross suspended the Belarus Red Cross. Its Secretary General, Dzmitry Shautsou, had refused to resign after statements that the organisation was involved in bringing Ukrainian children to Belarus for what was described as health improvement purposes.

Poland, Finland and Russia

On 29 November 2023, Jacek Siewiera, chief of Poland's National Security Bureau, announced that Poland would send a team of military advisors to the Finland–Russia border in response to an official request for allied support. Finland said it was unaware of the Polish offer. Russia warned against the move and viewed the concentration of troops on the border as a threat.

A separate gesture

The same day, during the Israel–Hamas ceasefire exchanges, Hamas freed two dual citizens of Israel and Russia in what was described as a separate gesture to Russian President Vladimir Putin. It was released alongside four Thai migrant workers and 12 Israeli hostages, while Israel freed 30 Palestinian prisoners.
