What did two reports show about violence?

What do two reports from the days before 21 December 2023 tell us about how violence reached ordinary civic life? They describe very different events, and they should not be read as connected.
On 16 December 2023, Russia said that two civilians were killed and two others injured in a Ukrainian missile strike on Nova Maiachka, a village in Kherson Raion under Russian occupation. The claim came from the Russian side and was part of the southern Ukraine campaign in the Russian invasion of Ukraine.
On 15 December 2023, a councillor threw grenades during a meeting of the village council in Kerets'ke. One person was killed and 26 were wounded. The attacker was also seriously injured.
Two incidents, no shared cause
The first incident belongs to the war. The second took place inside a local government chamber. The reports give no link between them, and none should be assumed. What they share is the setting: villages, where civilians were among the casualties.
