What Spain's pact with Ukraine offered on 27 May 2024

Summary

A bilateral security agreement and a €1 billion military aid pledge, set against reports of Russian interest in a ceasefire.

What did Spain commit to Ukraine on 27 May 2024? Prime Minister of Spain Pedro Sánchez signed a bilateral security pact with Ukrainian President Volodymyr Zelenskyy and pledged €1 billion (US$1.1 billion) of military aid to Ukraine.

The agreement formed part of the wider flow of military aid to Ukraine during the Russo-Ukrainian War. It combined a formal security arrangement between the two governments with a concrete financial pledge for military support.

A reported Russian opening

Three days earlier, on 24 May 2024, sources claimed that Russian President Vladimir Putin was interested in negotiating a ceasefire that would freeze the conflict at the current frontlines. That was a claim made by sources, not an announced Russian position.

Taken together, the two developments showed different tracks running side by side in late May 2024: Kyiv's partners were adding to military backing through bilateral deals, while reports of a possible ceasefire on the existing lines were circulating.
