What Spain's security pact with Ukraine involved

Summary
A look back at the bilateral agreement signed on 27 May 2024, and the Kharkiv strikes that preceded it.
What did Spain commit to Ukraine on 27 May 2024? The Prime Minister of Spain, Pedro Sánchez, signed a bilateral security pact with Ukrainian President Volodymyr Zelenskyy and pledged €1 billion (US$1.1 billion) of military aid to Ukraine.
The agreement was one of a series of bilateral arrangements within the wider framework of military aid to Ukraine during the Russo-Ukrainian War. The pledge combined a formal political commitment with a specific financial figure for military support.
The signing came two days after Russian strikes hit a hardware store and a residential area in Kharkiv on 25 May 2024. At least fourteen people were killed and 58 others were injured, according to reports at the time.
The two events, taken together, marked the security picture on those dates: continuing attacks on a Ukrainian city and a new pledge of military assistance from a European government.
