What 18 April 2024 revealed about the war

What did the war look like on 18 April 2024? It was not only a story of front lines. It also unfolded in German police operations, in a damaged apartment district and in a signature on a law.

On 18 April 2024, Germany arrested two German-Russian nationals. They were accused of a military sabotage plot on behalf of Russia, intended to undermine military support for Ukraine. The arrests showed that the conflict reached well beyond Ukrainian territory, and that foreign involvement in it included alleged covert action on the soil of a country supporting Kyiv.

The toll in Chernihiv

The day before, 17 April 2024, a Russian missile strike hit a densely populated area of Chernihiv. It damaged an eight-storey building. As reported at the time, 18 people were killed and 78 others were injured. By 18 April 2024, the city was dealing with the aftermath of that attack.

A new draft law

On 16 April 2024, Ukrainian President Volodymyr Zelenskyy signed a new army draft law. Together with the strike on Chernihiv and the arrests in Germany, it made up a three-day span in which the war's pressures were visible in very different places: the personnel needs of the army, the civilian cost of missile attacks and the security concerns of Ukraine's partners.

None of these events was a battlefield engagement. Together they show the breadth of a war that was being fought through law, policing and strikes on cities as well as along the front.
