What Ukraine's tripled deficit signalled in April 2020

Summary

A look back at a budget amendment and a Russian missile test reported in mid-April 2020.

What did Ukraine's budget look like on 17 April 2020, as the country fought COVID-19? Four days earlier, on 13 April 2020, the Verkhovna Rada had adopted amendments to the 2020 state budget needed for the response to the coronavirus disease. The changes tripled the budget deficit.

The measure tied public finances directly to the epidemic. Lawmakers chose to widen the gap between spending and revenue rather than hold to the original plan, and the amendments were framed around the needs of the COVID-19 response.

A separate security report came from outside Ukraine. On 15 April 2020, United States Space Command said Russia had conducted a direct-ascent anti-satellite missile test. The statement came from the American side, and it added a military-technology item to the news of that week.

Taken together, the two reports show how varied the agenda was in mid-April 2020: an urgent fiscal decision in Kyiv driven by the health emergency, and an assertion by a US military command about a Russian weapons test.
