The regional backdrop

The vote came as the region was dealing with military tension to the north. Zapad 2025, a joint Russian-Belarusian strategic exercise, took place in Belarus on 12–16 September 2025, so it had ended the day before the ratification. It was the first Zapad exercise since Russia's full-scale invasion of Ukraine in 2022. Authorities described it as a scaled-down format, with locations deeper inside Belarus. Belarus said the drills would test the defensive readiness of the Union State, with main activities near Barysaw and a reciprocal movement of units between the two countries.

Poland reacted on 11 September 2025, when it closed its border with Belarus indefinitely and deployed 40,000 troops there. Warsaw cited security concerns over the exercises, which were the first of their kind since 2022.

The same day brought a different signal from Washington. After the release of political prisoners, the United States lifted its sanctions on the Belarusian flag carrier Belavia.
