What had changed for Nord Stream 2 by 29 December 2020? A day earlier, on 28 December 2020, the Russian-led consortium Nord Stream AG said it had completed construction of the natural gas pipeline in Germany's exclusive economic zone in the Baltic Sea. The United States had previously threatened wider sanctions on the project if work continued.

The announcement placed the pipeline and the American warning side by side in the final days of 2020.

Washington's sanctions policy was also visible elsewhere in the region. On 23 December 2020, the Trump administration imposed additional sanctions on Belarusian officials and four offices over human rights abuses that occurred during protests against President Alexander Lukashenko.

Together, the two developments showed sanctions being used, or threatened, in the same week across Ukraine's wider neighbourhood.
