On 6 April 2021, President Volodymyr Zelenskiy called on NATO to hasten Ukraine's accession to the alliance. He pointed to a growing build-up of Russian troops and military hardware on the country's borders, and he also asked for help in ending the ongoing conflict in the Donbas with pro-Russian separatists.

On 7 April 2021, the Verkhovna Rada voted to legalise the use of medical cannabis products, a step in domestic legislation that had nothing to do with the security agenda.

Two tracks

Taken together, the two events show a government pursuing foreign and security policy abroad while the parliament passed legislation at home. The president's appeal linked the Russian build-up and the Donbas conflict to the question of NATO membership. The Rada's vote, by contrast, settled a matter of national law.
