What happened on 3 April 2018 in Kyiv and Riga?

Summary

A look back at a parliamentary vote on e-declarations in Ukraine and a language dispute between Latvia and Russian MPs.

What did 3 April 2018 bring for Ukraine and its neighbours? In Kyiv, the Verkhovna Rada rejected two bills that would have ended electronic asset declarations for civic activists: presidential bill No. 6674 and a bill from members of parliament, No. 6271.

The votes concerned the e-declaration requirement for activists. Both proposals were turned down, so the requirement for activists was not lifted by these bills.

Healthcare campaign under way

The vote came two days after the start, on 1 April 2018, of the official national campaign to choose a family doctor. The campaign was part of Ukraine's medical reform.

Language dispute in the Baltics

On 3 April 2018, Russian MPs called for sanctions against Latvia. They were responding to plans to make Latvian mandatory for all students in the country's secondary schools. Latvia is a quarter ethnic Russian.

The call added to a strained picture in relations between Latvia and Russia on that date.
