Two Kyiv decisions that shaped 1 March 2018

Summary
A parliamentary vote on an anti-corruption court followed a Constitutional Court ruling on language policy.
What did Ukraine's institutions decide in the final days of February 2018 and on 1 March 2018? Two decisions stood out, one in parliament and one in the Constitutional Court.
On 1 March 2018, the Verkhovna Rada passed in first reading a draft law "On the High Anti-Corruption Court of Ukraine". A first reading is an early stage, so the bill still needed further votes before it could become law.
On 28 February 2018, a day earlier, the Constitutional Court of Ukraine declared the law "On the Principles of the State Language Policy" unconstitutional. As a result, the law lost its force.
Taken together, the two decisions showed Ukrainian institutions acting on separate and weighty questions within a few days of each other: how corruption cases would be tried, and which law would govern language policy.
