What did the Javelin delivery to Ukraine mean?

What did it mean when Washington confirmed that Javelin missiles had reached Ukraine? By 3 May 2018, the question was already on the table: on 30 April 2018, the US State Department confirmed that the United States had completed a delivery of FGM-148 Javelin anti-tank missile systems to Ukraine.

Ukrainian reports of the same date said Ukraine had received the Javelin anti-tank missile systems from the United States. The delivery was therefore confirmed on both sides.

What the delivery established

The confirmation placed the Javelin systems, which are anti-tank weapons, among the items the United States had delivered to Ukraine. It was presented as a completed transfer, not a pledge. The State Department's statement placed the delivery within the bilateral relationship between Kyiv and Washington.

The delivery was a concrete step in US–Ukraine ties as of 3 May 2018, and its completion was the part officially confirmed.
