Envoys reach Kyiv after a pause on capital strikes

A visit built on a pause

The trip followed a meeting on 5 September in Moscow, where the two envoys saw Russian president Vladimir Putin before travelling on to Kyiv. On that day Russia and Ukraine agreed to halt strikes on Kyiv and Moscow respectively while the US-mediated talks went on. The arrangement was limited: it covered the two capitals, not the wider front or other Ukrainian cities.

Violence in the days before

The days leading up to the visit showed how much was still happening on the ground. On 4 September a Russian drone struck the headquarters of the Security Service of Ukraine (SSU) in central Kyiv and injured five people. Zelenskyy said the attack targeted acting SSU head Oleksandr Poklad, who was unharmed.

On 5 September a Russian missile strike killed two people and damaged several residential buildings in Bucha, in Kyiv Oblast. The same day a Russian airstrike on Kamianske in Dnipropetrovsk Oblast killed four people and injured five, one of them critically, according to the regional governor, Oleksandr Hanza. Both attacks fell outside the terms of the agreed pause, which concerned strikes on the two capitals.

What the sides want

The positions of the two governments remained far apart. Putin has sought recognition of all occupied land as Russian, Russian control of the regions it claims but does not fully occupy, guarantees that Ukraine will never join NATO, limits on Ukraine's military and the lifting of sanctions. Zelenskyy has sought a ceasefire, full withdrawal of Russian troops, the return of prisoners and abducted Ukrainian children, prosecution of Russian leaders for war crimes, and security guarantees against future aggression.

Washington's role has also shifted. Since 2025 the second Trump administration has proposed a peace deal and increasingly sought to distance itself from financially supporting Ukraine's resistance. The envoys' sequence of Moscow first, then Kyiv, placed them as intermediaries between the two sides.

Why 6 September mattered

The visit was notable as the envoys' first to Kyiv, and it came right after a limited, mutual restraint on strikes against the capitals. Whether that restraint would hold, or extend further, was not settled by the meeting itself. What the days around 6 September showed was a diplomatic track and continuing attacks on Ukrainian territory running at the same time.
