The same day, US envoys Jared Kushner and Steve Witkoff met Russian president Vladimir Putin in Moscow before travelling on to Kyiv. On 6 September, Witkoff and Kushner made their first visit to the Ukrainian capital, meeting Ukrainian president Volodymyr Zelenskyy amid renewed efforts to end the war.

A pause limited to capitals

The agreement covered strikes on Kyiv and Moscow. Elsewhere, the violence of 5 September continued. A Russian missile strike killed two people and damaged multiple residential buildings in Bucha, Kyiv Oblast. A Russian airstrike on Kamianske, in Dnipropetrovsk Oblast, killed four people and injured five others, one of them critically, according to the region's governor, Oleksandr Hanza.

The contrast shaped the backdrop to the envoys' visit. Talks were under way while civilians were still being killed in towns in Kyiv Oblast and Dnipropetrovsk Oblast, where Russian occupation is also a feature of the war.

Positions far apart

By the later accounts of the negotiations, the two sides' stated aims differed sharply. Putin has sought recognition of all occupied land as Russian, Russian control of regions it claims but does not fully occupy, guarantees that Ukraine will never join NATO, limits on Ukraine's military and the lifting of sanctions. Zelenskyy has sought a ceasefire, full withdrawal of Russian troops, the return of prisoners and abducted Ukrainian children, prosecution of Russian leaders for war crimes and security guarantees against further aggression.

The American role also had a broader setting. The US had supported Ukraine with military, financial and humanitarian aid under the Biden administration. The second Trump administration, from 2025, proposed a peace deal and increasingly sought to distance itself from financing Ukrainian resistance.

What the moment showed

The envoys' sequence of Moscow first, then Kyiv, put American mediators in direct contact with both leaders within a short span. The mutual halt on strikes against the two capitals was a concrete, if narrow, result of that shuttle. Whether it would widen into something broader was not settled on 7 September 2026; the strikes on Bucha and Kamianske two days earlier showed how much of the war lay outside its terms.
