The shake-up had been announced earlier. On 12 July 2026, Zelenskyy set out a reshuffle of the cabinet together with changes to the leadership of law enforcement. He cited the need to implement an updated political strategy while Russia's invasion continued.

A short-lived government

Svyrydenko's government was the 22nd government of Ukraine. It was formed on 17 July 2025 and led by Svyrydenko, who had previously served as First Deputy Prime Minister and Minister of Economy in the Shmyhal Government. It therefore lasted almost exactly a year.

Its dissolution was dated 12 July 2026, following her dismissal and the creation of what became known as the Koretskyi Government. That successor government came after the events of 14 July.

What the reshuffle signalled

The stated rationale was an updated political strategy, to be carried out during wartime. The decision combined a change at the head of the cabinet with changes in law enforcement leadership, so the overhaul reached beyond the prime minister's post alone.

The reshuffle was presented as the president's initiative, and the stated reason tied it directly to the conduct of the war.
